Responsibilities Transportation Engineering & Project Development * Designs, reviews, and manages roadway improvement projects, including geometric design, pavement design, traffic control plans, signage/striping layouts, intersection improvements, and safety enhancements. * Prepares or oversees the preparation of Plans, Specifications & Estimates (PS&E) for transportation projects, including roadway reconstruction, widening, and mobility improvements. * Conducts field evaluations of pavement conditions, roadway alignment, roadside safety features, and transportation infrastructure to identify deficiencies and recommend corrective actions. * Analyzes subdivision plats, roadway construction plans, traffic impact assessments, and transportation-related permits for compliance with County design standards and applicable state regulations-excluding drainage components which remain under the Drainage Engineer. Traffic Engineering & Operations * Reviews and evaluates traffic studies, warrants, traffic signal timing plans, signing/marking layouts, street lighting proposals, and school zone flasher needs. * Monitors the performance of various roadway and traffic control devices, including signals, flashing beacons, detection systems, and pavement markings. * Coordinates with public safety agencies, Public Works, TxDOT, and municipal partners on traffic safety issues, congestion complaints, and operational adjustments. * Supervises the development, installation, maintenance, and inspection of traffic engineering projects such as signal upgrades, ITS devices, roadway illumination, and traffic sign programs. Project & Construction Management * Serves as project manager over small-to-medium transportation capital projects, ensuring compliance with timelines, budgets, and contract requirements. * Reviews construction submittals, shop drawings, change orders, and contractor progress payments for transportation-related work. * Conducts construction oversight visits to verify compliance with County transportation standards (excluding drainage-specific inspections). * Coordinates utility relocations necessary for roadway projects, working with utility companies to ensure timely and conflict-free installations. * Prepares bid documentation, participates in pre-bid and pre-construction meetings, evaluates proposals, and assists in contractor selection. Interagency & Community Coordination * Coordinates project development with contractors, utility companies, developers, landowners, regional agencies, and municipal partners for transportation-related disciplines. * Represents the Transportation Department in community meetings, technical workgroups, Commissioners Court presentations, and interagency collaborations. * Provides technical assistance to County departments, elected officials, and the public on transportation engineering matters. Planning, Research & Administration * Conducts feasibility studies, analyzes roadway capacity, identifies mobility constraints, and develops recommendations for future transportation improvements. * Assists in preparation of annual budget estimates for transportation capital improvements and maintenance projects. * Maintains accurate engineering records, project files, and technical documentation. * Develops engineering reports, cost estimates, correspondence, and project-specific analyses to support decision-making. General & Other Duties * Provides technical guidance to staff, consultants, and contractors on transportation engineering standards, specifications, and procedures. * Supports development of updated County transportation design criteria, specifications, and engineering policies-excluding drainage criteria, which is under the Drainage Engineer. * Responds to transportation emergencies, roadway safety concerns, or traffic signal malfunctions, including after-hours response when necessary. Education and/or Experience * Bachelor's degree in Civil Engineering from an accredited college or university, with coursework in transportation engineering, roadway design, traffic engineering, or a closely related discipline. * Five (5) years of progressively responsible experience in transportation engineering, roadway design, traffic operations, capital project development, or related public works engineering functions. * Project management experience required; supervisory or lead experience preferred. * Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities to successfully perform the essential duties of the position may be considered.
