THIS POSITION REQUIRES FULL-TIME, ON-SITE PRESENCE IN SANTA FE.The Local DWI Bureau, part of the New Mexico Department of Finance and Administration¿s Local Government Division, provides essential technical assistance and financial oversight to all 33 county DWI programs. By managing distribution and grant allocations from the State DWI Grant Council, the bureau oversees the funding for resources necessary to combat impaired driving and enhance community safety. This mission is further strengthened by close collaboration with key state partners, ensuring a unified and effective approach to public safety across New Mexico. Why does the job exist?This position serves as a critical compliance and technical lead responsible for the statewide oversight of the Local DWI (LDWI) and Juvenile Adjudication Fund (JAF) grant programs across New Mexico¿s 33 counties. The role exists to ensure that public funds are administered in strict alignment with state statutes and administrative guidelines, providing a vital bridge between legislative policy and local implementation. By managing the full grant life-cycle, the incumbent provides the essential technical expertise local government officials need to effectively reduce DWI incidences and support juvenile justice initiatives. Ultimately, this position safeguards fiscal integrity while directly contributing to the state¿s mission of enhancing public safety and reducing alcohol-related harm. How does it get done?The Program Manager provides vital oversight and technical leadership for New Mexico¿s Local DWI (LDWI) and Juvenile Adjudication Fund (JAF) grant programs, offering a unique opportunity to make a direct impact on public safety. The incumbent ensures program compliance by interpreting state statutes, managing the complete financial life-cycle¿from rating annual funding applications to approving budget requests¿and preparing formal grant agreements. Serving as a key consultant to local officials, the incumbent delivers hands-on training and prepares high-level application summaries for the State DWI Grant Council. Who are the customers?The Program Manager serves as a vital resource for members of County and Municipal DWI Programs who administer DWI and JAF grants within their communities. These primary customers include DWI Coordinators, program staff, and County/Municipality Administrations who rely on the incumbent for technical expertise, budget approvals, and statutory guidance. By providing hands-on training and clear financial oversight, the incumbent empowers these local leaders to effectively manage their programs while meeting all state compliance standards. Ideal Candidate- Experience analyzing budget and financial information- Strong organizational and time management skills- Capacity to pivot quickly in response to shifting priorities- Experience reading and interpreting statues, rules, and regulations- Strong problem-solving and critical thinking skills- Ability to communicate and collaborate effectively with others- Experience overseeing multiple programs- Experience utilizing the Microsoft Office Suite Minimum QualificationBachelor's Degree in a relevant field of study from an accredited college or university and two (2) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
