Why does the job exist?The Program Manager / Specialized Behavioral Health (BH) Services will: Coordinate and oversee specialized services to include Adult Accredited Residential Treatment Centers for Mental Health Conditions and Substance Use Disorders, as well as Intensive Outpatient Program (IOP) for mental health and substance use disorder, and Comprehensive Community Support Services (CCSS) within the New Mexico behavioral health system of care; Develop, plan, and execute a variety of projects critical to the development and improvement of the publicly funded system of behavioral health care, including, but not limited to, federal grants, state funded programs and legislative initiatives; Track grant deliverables, maintain documentation, and coordinate between providers, Behavioral Health Services Division (BHSD) and fiscal staff; Facilitate and coordinate communication between stakeholders to ensure access to service and quality oversight; Conduct outreach to build capacity through community connections and work directly with behavioral health providers to support service provision; Manage, analyze, and evaluate complex social services to ensure quality outcomes; Ensure that these services are being rendered statewide; Provide technical assistance in the specified adult behavioral health program areas to include site visits. How does it get done?The Program Manager / Specialized BH Services is responsible for: Project management of multiple initiatives, evaluating complex issues and impacting project delivery/completion; Facilitating communication between BHSD and community partners, ensuring timely information flow and documenting stakeholder feedback for leadership review; Monitoring project progress, flagging emerging needs or gaps, and coordinating adjustments to project plans with input from internal consultation and collaboration; Consulting with internal and external partners to collect service performance data, preparing summary reports, and coordinating provider follow-up to support quality monitoring processes and to support stakeholders with opportunities for improvement in their service provision; Sustaining and engaging in appropriate professional communication with stakeholders, peers, providers, and others in a timely fashion, to include phone calls, messages, emails and filing of reports; Maintaining tracking systems for statewide implementation activities; Coordinating logistics for meetings, work-groups, and technical assistance sessions; Compiling provider feedback and documenting barriers to service delivery for appropriate internal triaging and escalation; Supporting consistency in communication materials, timelines, and deliverable tracking. Health Care Authority (HCA) and Behavioral Health Services Division (BHSD) program managers; Vendors contracted with BHSD; BHSD finance team; Medical Assistance Division (MAD), Development Disabilities Support Division (DDSD) and Children Youth and Family Department (CYFD). Ideal CandidateThe Ideal Candidate has: Demonstrated and documented experience in the behavioral health field; Experience adhering to strict deadlines; Experience with mental health services; Project management expertise; Excellent written and oral communication skills; Independence and critical thinking skills. Minimum QualificationBachelor's Degree in a relevant field of study from an accredited college or university and two (2) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. Employment RequirementsMust possess and maintain a valid driver's license. Must obtain a Defensive driving certification. Working ConditionsWork is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Some travel required.
