Essential Job Functions * Assumes supervisory responsibility for assigned services and activities of the Fleet Department including regulatory maintenance of the City's fleet of equipment and vehicles. * Participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures. * Supervises staff, which includes making hiring, termination, and disciplinary decisions or recommendations, ensuring staff is trained, prioritizing and assigning work, approving time, reviewing performance, ensuring policies and procedures are followed, and maintaining a healthy and safe working environment. * Monitors and evaluates the quality, responsiveness, efficiency, and effectiveness of assigned equipment services procedures and methods; and works with employees on the continuous improvement of equipment maintenance and repair services. * Assumes responsibility for the replacement of City-owned vehicles and equipment; analyzes costs to replace or repair equipment; makes recommendations as appropriate. * Oversees and participates in the development and administration of department annual budget; participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; implements adjustments. * Maintains current technical knowledge on mandated regulatory requirements for fleet operations; ensures compliance with all government, industry and City standards. * Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of municipal fleet management. * Responds to and resolves difficult inquiries and complaints. * Performs related duties as required. * Responds regularly and promptly to work. Minimum Qualifications * Bachelor's degree plus at least four (4) years of experience working with the operation, maintenance and administration of fleet vehicles and equipment; OR an Associate's degree plus six (6) years of experience as previously stated; OR a High School Diploma/GED plus at least eight (8) years of experience as previously stated. * Previous lead, supervisor, or management experience is required as determined by the department. Equivalent combinations of education, experience, certification, and training may be considered. Knowledge, Skills & Abilities Knowledge of: * Progressive supervisory and management principles, practices, and methods. * Operational characteristics, services, and activities of a municipal and utility fleet management program. * Principles and practices of fleet maintenance and repair. * Applicable safety, quality, and work standards. * Methods and techniques of cost analysis for replacement of City-owned vehicles and equipment. * Procurement strategies, vendors sources, vehicle acquisitions, coordination with stakeholders, maintaining records, and prioritizing efficient fleet operations. * Pertinent Federal, State and local laws, codes and regulations. Ability to: * Plan, organize, train, assign, motivate, and schedule activities of staff to ensure the timely and accurate completion of assigned tasks. * Organize work, meet critical deadlines, and follow up on assignments with minimal direction. * Ensure the maximum utilization of manpower, equipment, and supplies. * Ensure compliance with City and departmental administrative policies, procedures, rules, and regulations. * Interpret and apply broad standards and policies to daily operations and decision-making. * Analyze fleet replacement needs and recommend cost effective solutions. Deal effectively with vendors and suppliers. * Participate in the development and administration of division goals, objectives, and procedures. * Prepare and administer large program budgets. * Prepare clear, concise and complete reports, correspondence, and other written materials. * Research, analyze and evaluate new service delivery methods and techniques. * Interpret and apply Federal, State and local policies, laws, and regulations. * Provide management with sound, positive advice and information concerning incumbent's area of responsibility. * Establish and maintain cooperative working relationships with those contacted in the course of work and to communicate effectively with the public and other required entities. Licenses, Certifications & Special Requirements Texas Class C driver's license with a good driving record as measured by the City's evaluation system. Physical Demands Physical demands include but are not limited to: sitting, talking, hearing, seeing, standing, walking, driving, stooping, kneeling, reaching, pushing, pulling, twisting, bending, crawling, climbing, and using hands and fingers to operate equipment and to lift or move objects up to 50 pounds. Working Conditions Work is performed in an office setting and in a shop environment in which the employee may be exposed to noise, dust, grease, smoke, fumes, noxious odors, gases, airborne particles, and variable weather conditions. Equipment Work shall be performed with tools, appliances and equipment approved by those agencies and bodies that have control, authority, or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations.
