Job Title: Environmental Health Specialist Classification: Non-Exempt Department: Health Division: Health Supervisor: Health Director Effective: 07/03/2024 Under direction this position requires that routine reports and records be kept. Decisions are made daily which require mature judgment and proper interpretation. Performs advance technical environmental health work in the area of inspections of private, public, and commercial property for environmental health hazards and assists in working towards resolution of the health hazards, public safety and property protection. Incumbent has daily contact with the public which requires the exercise of tact and diplomacy. There are no supervisory responsibilities with this position. Individual will be assigned other duties as needed by the supervisor/department head. Qualifications II. EDUCATION & EXPERIENCE REQUIREMENTS: • High school diploma or GED required. • Must obtain Food Management Certification within one year of date of hire. • Must have good typing and filing skills. • Requires one (1) to two (2) years of college or the equivalent in post high school training in a specialized area such as basic or natural science. • Requires two (2) years' experience as Health Environmental Specialists or similar jobs. Time required to pick up the knowledge, related skills that could include management skills for leading small section or group of employees. • Must be proficient in working with personal computer, typewriter, and general office equipment. • Must be able to communicate proficiently in the Spanish and English language and work in close contact with the public in a courteous and diplomatic manner. III. EMPLOYMENT REQUIREMENTS: • Applicant will be subject to a complete background investigation. Incomplete, inaccurate and/or failure to report information will cause the applicant rejection from consideration. • Applicant must take and pass a drug, physical, and pre-placement screenings administered by the City of Mission doctor at the City's expense. • Must have a neat and professional appearance. • Must have a current valid class "C" driver license from the Department of Public Safety with no more than two (2) moving traffic violations within the past two (2) years. ESSENTIAL JOB FUNCTIONS: • Inspects all types of food establishments and discusses adverse findings with Director. • Conducts food handler training programs as required. • Attends various meetings involving one or more departments. • Enforces all health codes and ordinances pertaining to environmental control. • Assist in plan review of food establishments. • Works with various electronic testing equipment. • Investigates Public Health nuisance complaints. • Enforces a variety of health-related City ordinances and state health laws. • Reads maps and blueprints to determine property ownership. • Issues citations and conducts pre-trail preparations in order to conduct abatement procedures on properties in violation of the city ordinances. • Performs job duty educational programs to properly inform the public of existing codes and statutes. • Performs the reading and interpretation of property tax information on the easy tax master database. • Observance of departmental attendance requirements. • Performs other job-related tasks assigned by department head. WORK ENVIRONMENT: Exposure to the following environmental conditions are required for this job. IX. MANUAL DEXTERITY Both fine and gross hand manipulation are required to perform essential job functions. Gross hand manipulation is utilized to grip a series of files and reposition a keyboard to different computer stations and transport binders, books, storage boxes, and chairs. Fine finger dexterity is required to hand write notes, fill out forms, type reports, letters, and memos, input data in computer, and document information needed for day to day tasks.
