Position Description Pay Grade: Manager 5 This position provides strategic leadership and operational oversight of the College's comprehensive EHS programs, including regulatory compliance, safety management, and environmental protection. Directly manages on-site EHS contractor personnel to ensure seamless integration of services and consistent delivery of College-wide safety programs. Responsibilities and Duties (*Essential Functions) To perform this job successfully, an individual must be able to perform the essential job functions satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the primary functions herein described. * Develops, implements, and continuously improves comprehensive EHS management systems, including occupational safety, environmental compliance, industrial hygiene, and loss control programs * Directly manages on-site EHS service contract, including work orders, vendor performance scorecards, quality assurance, contract administration, and budget management; resource coordination and ensures contractor compliance with College policies and regulations * Ensures compliance with federal, state, and local EHS regulations (OSHA, EPA, DOT, NFPA, NC Department of Labor); directs facility inspections, audits, and risk assessments; serves as primary contact for regulatory agency interactions * Administers hazardous materials and waste management programs; oversees chemical inventory, SDS management, waste disposal, and emergency response to spills and environmental incidents * Investigates health and safety related complaints, workplace injuries, illnesses, and incidents; conducts root cause analysis; manages OSHA recordkeeping; analyzes trends and recommends preventive measures * Develops and oversees delivery of comprehensive EHS training programs, including hazmat handling, lockout/tagout, confined space, respiratory protection, and other compliance-mandated topics; maintains training records * Contributes to Emergency Operations Plan; coordinates EHS contractor participation in emergency response, drills, and exercises; maintains 24/7 emergency protocols Directs job hazard analysis, development of safe work procedures, ergonomic assessments, and contractor safety management programs Reviews construction and renovation projects for EHS compliance; participate in pre-construction meetings and site inspections; make environmental safety related recommendations Serves as liaison with regulatory agencies; maintains EHS website and communications; chairs safety committees; represents College at professional conferences Manages EHS program budget; processes contractor invoices; maintains compliance and tracking records and documentation; utilizes EHS management software systems Qualifications Knowledge, Skills & Abilities: Comprehensive knowledge of OSHA, EPA, DOT, NFPA regulations and NC safety/environmental laws; expertise in hazard recognition, risk assessment, incident investigation, and program development Strong contractor management, vendor relations, and performance monitoring skills; ability to hold contractors accountable while maintaining collaborative relationships Exceptional communication skills for diverse audiences; proficiency with Microsoft Office and EHS management software; strong analytical and problem-solving capabilities Ability to exercise sound judgment in emergencies; effectively delegate while maintaining accountability; interpret complex regulations; influence safety culture Project management skills with the ability to manage multiple priorities; training development and facilitation abilities; budget and fiscal management expertise Proven track record of successful regulatory audits Requirements: Bachelor's degree in Business, Environmental Health and Safety, Industrial Hygiene, Occupational Safety, Environmental Science, Engineering, Risk Management or related field Five (5) years progressive EHS management experience with demonstrated expertise in regulatory compliance, program development, and training delivery Two (2) years managing contractor relationships, vendor performance, or supervising EHS personnel Or, an equivalent combination of education and experience Preferences: Higher education, healthcare, or multi-facility experience Certifications in CRM, ARM, CSP, CIH, CHMM, ASP, or MESH Experience coordinating, participating, or contributing to successful internal and external regulatory audits As an equal employment opportunity employer, Wake Tech values our workforce.
