The incumbent in this position/nis regarded as a statewide representative for solid waste facilities with/ngroundwater discharge permits that have been administratively extended or found/nto be in significant non-compliance. The Environmental Compliance Specialist II/nwill conduct on-site and off-site consultations with governmental and private/nofficials representing the solid waste industry./n/nThe incumbent will also provide regulatory advice and guidance to/npromote, control, and maintain sound solid waste management practices across a/nwide range of environmental program specialties, including sewage sludge/nutilization, solid waste disposal, hazardous waste, scrap tire management,/nnatural wood waste recycling, composting, coal combustion byproducts, and mass/nballoon releases. The incumbent will provide regulatory advice and guidance to/nother governmental agencies, such as local health departments, as well as to/nregulated entities. The Environmental Compliance Specialist II will negotiate/nimplementation plans for improvements or corrective actions at respective sites/nand facilities to ensure the protection of human health and the environment./n/n/n/nThis position involves the following working conditions:/n/n/n/n Exposure to uncomfortable or unpleasant surroundings/n Most of the work involves work outdoors, in all weather conditions, and/n takes place at sites and/or facilities where there could be exposures to/n potential chemicals, dust, odors, etc./n Exposure to hazardous conditions that may result in injury./n Solid waste facilities and/or sites can potentially cause exposure to/n known or unknown waste materials that can pose risk through physical, chemical,/n bacteriological, or radiological hazards for which training is provided./n Required use of protective equipment-such as goggles, gloves, and/n masks-during site visits./n/n/n/n/n/n/nThe incumbent will be required to drive a State vehicle. If you hold an/nout-of-state driver's license, you must provide a certified copy of your/ndriving record from the issuing state's Motor Vehicle Administration at/nthe time of hire. All individuals must maintain a driver's license with no more/nthan 5 points on their driving record to operate a State vehicle./n MINIMUM QUALIFICATIONS Experience:Five years of experience performing environmental regulatory compliance work in more than one of thefollowing areas: water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control./nNotes:/n1. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credithours in any combination of disciplines such as earth science, environmental science, geology, civil orenvironmental engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance for four years of the required experience./n2. Candidates may substitute the possession of a Bachelor'sdegree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and one year of experience performing environmental regulatory compliance work in more than one of the following areas: water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm watermanagement; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control for the required experience./n3. Candidates may substitute U.S. Armed Forces militaryservice experience as a commissioned officer in Environmental Engineering and Natural Resourcesclassifications or Environmental Engineering and NaturalResources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for therequired experience./n DESIRED OR PREFERRED QUALIFICATIONS Please note that your answers to the supplemental/nquestionnaire must correspond to the information provided on your application/nto receive credit./n/n/nIt is preferred that the selected candidate has the following:/n• Prior experience as an inspector and writing reports;/n• Prior environmental experience;/n• Experience with Microsoft Office and Google Workspace;/n• Good verbal and written communication skills;/n• Must be willing to work on the Eastern Shore./n/n LICENSES, REGISTRATIONS AND CERTIFICATIONS 1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. /n2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area. /n SPECIAL REQUIREMENTS The Maryland Department of the Environment (MDE) Medical Monitoring Program (MMP) is designed to detect health risks or adverse effects of occupational exposure to hazardous materials and to direct targeted treatment and occupational illness/injury prevention strategies. MDE employees who may be exposed to hazardous materials are required to participate in a pre-placement, regular and/or post-termination medical examination. MDE has determined that this position be part of the MMP; therefore, applicants selected for employment must successfully complete and pass the medical monitoring examination as a condition of employment.
