The Program & Health Information Systems Specialist at Arc Human Services (AHS) plays a critical role in the administration, support, and integrity of programmatic and health information systems, including but not limited to the Electronic Health Record (EHR), Medication Administration Record (MAR), Representative Payee system, and billing and program documentation platforms. This position supports staff across the organization in using these systems effectively, ensures compliance with regulatory and internal data standards, and leads process improvement and system enhancement initiatives. The role requires strong technical aptitude, data management skills, and the ability to translate operational needs into efficient workflows and system solutions. ESSENTIAL DUTIES & RESPONSIBILITIES: (including the following: other duties may be assigned) System Administration & Data Management * Serve as day-to-day administrator and support for the EHR, MAR, billing platform, and related program information systems. * Maintain and support system configurations. * Perform routine data integrity checks, reconciliation, and quality audits to ensure accuracy and compliance. * Monitor and troubleshoot system issues; coordinate with vendors for resolution. * Maintain system documentation, including configuration updates, workflows, and reference guides. Support, Training & End-User Assistance * Provide support for teams and the Help Desk by responding to system questions, access issues, and troubleshooting requests. * Develop and deliver training, job aids, and onboarding materials in collaboration with training for new and existing users. * Assist program leadership with reporting needs, including the extraction of data from EHR, MAR, billing, and other systems. * Offer guidance to ensure accurate and timely documentation in accordance with state, federal, and payer requirements. Project Management & Implementation * Lead or support system upgrades, enhancements, integrations, and new feature rollouts. * Coordinate project plans, timelines, communication, and stakeholder engagement for technology initiatives. * Conduct needs assessments to support the selection or improvement of program information systems. * Work cross-functionally with IT, Finance, and Program Services to align systems with organizational strategy and regulatory requirements. Process Design & Workflow Optimization * Analyze workflows and recommend improvements to strengthen documentation quality, billing accuracy, and operational efficiency. * Design and document standardized processes for data entry, reporting, compliance tracking, and communication across departments. * Collaborate with leadership to ensure processes support Performance-Based Contracting requirements, outcome measurement, and person-centered service delivery. * Support continuous improvement initiatives related to data collection, program reporting, and health information management. Compliance, Security & Quality Assurance * Ensure systems follow Federal, State, Local, and agency-specific data privacy and security standards. * Monitor system usage patterns and identify opportunities to mitigate risk and strengthen data governance. Collaboration & Communication * Work closely with program and clinical staff, supervisors, and leadership to understand system challenges and operational needs. * Participate in departmental meetings, cross-functional workgroups, and training sessions. * Communicate system updates, enhancements, and changes to all impacted users. * Support the promotion of data-informed decision-making across AHS.
