The responsibility of the selectee is to carry out various assignments of a comprehensive nature to assist the ADPCS and Top Management in directing and evaluating the effectiveness of the numerous programs and activities. He/she is involved in developing, analyzing, evaluating, advising on, or improving the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, information systems and/or similar functions of management. * The Selectee executes responsibilities through analyses, coordination, planning, administration, development, interpretation, delegation, training, and good judgment. Serves in a consultant role to the ADPCS providing guidance, recommendations, and monitoring in the implementation, management, and evaluation of a variety of programs ensuring that the programs meet the required standards and/or criteria. * Responsible for independently conducting special organizational studies concerning workflow operations and forecasting of manpower, equipment and space utilization and requirements critical in the management of the facility. These studies require a thorough knowledge of principles and practices related to the VA and the management of health care delivery systems, as well as the organization and function of every service and the analytical knowledge and skills to evaluate complex data. He/she explores new channels of inquiry and carries out extensive reviews of the manner in which the various organizational elements at the Health Care System interact. * The Selectee carries out specific studies and projects that assist the ADPCS to readily focus on senior leadership program and managerial issues and decisions. Develops, reviews/analyzes and implements proposed organization changes requiring establishment, consolidation, transfer or regrouping of functions for one or mor services or sub-organizational units which do not impair overall operations and maintain realistic cost/benefit ratios. Analyzes components in terms of meeting Health Care System and VHA objectives. Provides alternatives and recommendations from which the ADPCS and executive leadership are able to make well informed decisions. * Coordinates monitoring and reporting on implementation of various initiatives related to VISN 16 strategic plans and requirements. The work is complex and requires significant work resolving concerns and demanding situations. A significant amount of judgment and creativity must be exercised in resolving issues and improving service delivery. He/she often deals with highly politically sensitive issues that require a significant amount of coordination, collaboration, and tact to effectively reach resolution. The work consists of projects and studies that require analysis of interrelated issues to develop detailed project improvement plans, goals, and objectives for growth and development of assigned programs. * Provides training throughout the Health Care System concerning all regular programs, as well as special programs requested by top management, VACO, VISN Director, or Associate Director, Patient Care Services. When training is conducted, adequately prepares the training and presentation materials to ensure accuracy of the material presented without exception, selecting the most appropriate platform, modality, educational level and dissemination mechanism for both the materials and the target audience. Assures that all training materials are well written, legible, appropriately formatted and that there are enough copies reproduced for each participant.
