Headquartered in Chantilly, Virginia, we have approximately 50,000 employees in more than 70 countries across all 7 continents.The Contracts/Subcontracts Senior Compliance Manager will have responsibility for monitoring subcontractor compliance with United States Federal labor laws and regulations (such as: Service Contract Act (SCA), Davis-Bacon Act (DBA), Fair Labor Standards Act (FLSA), Executive Orders, and other wage compliance requirements). This includes responsibility at the enterprise level to ensure subcontractor compliance at any tier with applicable regulatory requirements.The position leads the Company's program for subcontractors, acting as liaison with program management, Business Operations, Human Resources, Legal, Contracts, and Supply Chain. It is responsible to drive process improvements and optimize the Company's labor law compliance. The role engages with business area leadership and contracts/supply chain leadership to align operational requirements with compliance goals and provides input to mitigate transition and operational risks during program start up. This position is remote-telework and US Citizenship is required to apply.Principal AccountabilitiesInitiating, designing, developing, implementing, and evaluating processes, procedures, products, or systems used as part of the Company's compliance program.Using technical judgment to identify potential operational risks, and developing risk mitigation strategies and corrective actions to ensure compliance.Coordinating, monitoring and enforcing compliance with prevailing wage requirements, including working with Human Resources on proper employee and subcontractor worker classification.Performing onsite/offsite training to the company team members on prevailing wage requirements and the Company's compliance program.Leading or conducting site visits, program audits, and field interviews.Ensuring processes are in place for collecting and reviewing weekly Certified Payroll Reports (CPRs) and payroll vestigating and responding to wage compliance questions and concerns raised by customers, management, employees or project subcontractors.Maintaining current knowledge of applicable laws, regulations and requirements and tracking changes to local, state and federal labor compliance regulations; coordinating with Operations, HR, and Procurement to ensure up-to-date DOL Labor Posters are displayed as required.Assisting program, Business Development, operations and HR with identifying if SCA and/or DBA applies to a project or work classification when needed.Assisting program operations and procurement representatives with conformance requests when needed.Documenting interviews and generating reports for site audits and investigations.Ensuring subcontractor compliance at any tier with applicable employment regulatory requirements, including reviewing prime contract clauses and updating subcontract clauses; ensuring wage determinations are flowed down; identifying gaps and providing training as necessary.Conducting reviews and audits on whether subcontractor workers are appropriately classified and paid in accordance with prevailing wage requirements.Ensuring that records for subcontractors at all tiers are collected and maintained.Conducting interviews and/or reviewing interviews performed by others to ensure compliance with Federal Labor Laws and regulations.Reviewing resources, procedures, and methods to improve operational effectiveness, utility, and efficiency.Developing data-driven business rhythms to measure and report the team's effectiveness.Fostering automation of processes to streamline and enhance compliance activities.Exercising independent judgment within defined processes to ensure compliance and performance requirements are met.Conducting regular meetings to manage communication of corporate initiatives and policy changes.Using attention to detail and organizational skills to ensure accuracy of subcontracts and proposals.Performing additional duties and projects as assigned.Knowledge & SkillsStrong working knowledge of government contracting and construction compliance requirements; ability to research and apply jurisdiction-specific requirements for commercial and public works projects.Excellent communication skills, with ability to interact with government officials and respond to government audits and investigations on behalf of the company.Knowledge of Federal Acquisition Regulations (FAR), DFARS, and DOL Regulations.Ability to research labor law and regulatory compliance standards via US Code, CFR, Department of Labor resources, and related mitment to sound financial management, efficiency, and pursuing objectives.Strong organizational and interpersonal skills; ability to develop and execute effective strategies.Progressive track record in subcontracting, subcontract management, and implementing best industry practices and change management.Experience administering and improving Subcontract Management and Procurement metrics.Program start transition support (remote or deployed) is required.Contract Act and Davis-Bacon Act experience; Fair Labor Standards Act experience; knowledge of other Federal labor laws and executive orders.Excellent organizational and time management skills; strong computer skills (Microsoft Word and Excel).Additional knowledge/skills may be required by contract or assignment.Experience & EducationBachelor's Degree in Business, Supply Chain Management or related discipline. Two years' experience may substitute for each year of the four-year degree requirement.12+ years' experience in Contracts and/or Subcontracts management.Three (3) years' management experience in a Contracts and/or Subcontracts role preferred.Experience in a high-volume Federal Subcontract global management environment.Prior Federal labor compliance experience preferred.Professional Certification in Contracts or Subcontracts preferred.Valid US or local driver's license and US passport is required.US Citizenship is required to apply.Additional experience/education may be required by contract or assignment.Physical Requirements / Working EnvironmentWork is in a normal office environment.TravelWilling and able to travel throughout the United States, sometimes on short pensation Details: 170K - 180KThe compensation range or hourly rate listed for this position is provided as a good-faith estimate of what the company intends to offer for this role at the time this posting was issued.
