DEPARTMENT: Human Resources HOURS OF WORK: Monday through Friday, 8:00 am to 5:00 pm LOCATION: City Hall - 632 W 6th Ave, 6th Floor This is an executive position (no union affiliation) and serves at the pleasure of the Mayor of the Municipality of Anchorage. Example of Duties Serves as the Director of Employee & Labor Relations and Chief Negotiator for all Collective Bargaining Agreements with the MOA. Assists the Chief Human Resources Officer with daily activities and long and short-term planning for the Human Resources Department. Provides oversight of labor relations functions including contract negotiations, grievances, arbitrations, and discipline. Manages and directs activities of the labor relations section to ensure consistent application of collective bargaining agreements, personnel rules and policies and procedures. Supervises and provides direction to Employee & Labor Relations Manager. Develops and executes division goals, objectives, expectations and development of policies and procedures for the Labor Relations section. Coordinates with all sections of Human Resources to ensure appropriate application of collective bargaining agreements and Personnel Rules. Works with Department Directors and Managers on collective bargaining issues and interpretation. Other related duties as assigned. Minimum Qualifications / Substitutions / Preferences High school diploma, GED, or equivalent and twelve (12) years of professional experience in Public Administration, Business Administration, Human Resources and/or labor relations experience. OR Associateu2019s degree in Public Administration, Business Administration, Human Resources or a related discipline, and ten (10) years of employee and/or labor relations experience. OR Bacheloru2019s degree in Public Administration, Business Administration, Human Resources or a related discipline, and eight (8) years of employee and/or labor relations experience. OR Masteru2019s degree in Public Administration, Business Administration, Human Resources or a related discipline, and six (6) years of employee and/or labor relations experience. Satisfactory background check which includes criminal, education, and employment history at time of hire. Valid State of Alaska Driveru2019s License and satisfactory Driving Record at time of hire.
