Job Description APPLICANTS MUST BE PERMANENT IN THE ADMINISTRATIVE MANAGER CIVIL SERVICE TITLE The Department of Social Services Accountability Office (DSS-AO) is responsible for supporting the integrity of social services programs administered by the New York City Human Resources Administration (HRA), Department of Social Services (DSS) and Department of Homeless Services (DHS). DSS-AO maintains the operation of the Office of Audit and Quality Assurance (OAQA), Office of Compliance & Support (OAS), Investigation, Revenue and Enforcement Administration (IREA), Office of Data Security Management (ODSM) and the Vendor Monitoring Office (VMO). The Office of Revenue is responsible for revenue collection and centralized data reporting. Within the Revenue Office, DFRP is responsible for initiating adverse actions on cash assistance cases due to information obtained from the State Wage Reporting, Department of Corrections, Unemployment Insurance and child support greater than cash assistance grant computer matches. The Office of Revenue is recruiting for (1) Administrative Manager NM II to function as a(n) Director, Division of Financial Review Processing who will: - Manage, plan, and develop the operational activities of the Assistance Reimbursement Unit (ARU) and Financial Review & Processing (FRP) units. - Maintain intra/inter departmental communications and liaison between various agencies/departments such as FIA, OCSS, MICSA, OLA, HRS, OTDA, etc. Advise the ADC on all DFRP matters. Take corrective action to resolve issues and provide follow-up for immediate and on-going effectiveness. - Identify program needs, potential at-risk situations or new techniques to maximize recovery efforts. - Spearhead the implementation of newly developed or revised computer programs, system enhancements, and new procedures or guidelines as administrative, operational or policy changes require. - Direct and oversee the implementation of administrative and legislative directives, policies, and procedures issued from the Mayoru2019s Office, DSS/HRA, or the programu2019s Executive Office as they relate to the mission and methodology of DFRP. - Establish criteria and high-quality standards, policies and procedures that comply with current federal, state and city laws/statutes, rules and regulations. Recommend changes in administrative policy and procedures, which might result in more efficient and productive Division. - Communicate the status of ongoing projects, completion results, and the amounts of all monies recovered and saved through successful interventions to the Assistant Deputy Commissioner. - Meet with upper management to discuss ongoing activities and progress as they relate to the Revenue Divisionu2019s mission. Provide narrative and statistical reports and presentations that communicate all current and future projects. - Meet with subordinate staff to discuss complex and sensitive issues that require immediate attention; provide staff with training on new policies and procedures. - Monitor time & leave of subordinate staff and conduct performance evaluations. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or 2.
