Mano Lani is an exceptional industrypartner to the Department of Defense (DoD) and a leader in physical andcyber security, IT management, logistics, supply chain management,process improvement and development.The Applications Developer providescomprehensive application development support using the DevSecOpsframework and the Risk Management Framework (RMF) in an agileenvironment. This position supports approximately 25+ custom DTMOapplications requiring maintenance, updating, or recoding, as well as upto two new applications anticipated each year. The ApplicationsDeveloper is responsible for all aspects of the software developmentlifecycle including planning, software architecture design, development,user interface design, front-end and back-end development, testing,engineering, fielding, and sustainment. The position supportsdevelopment and maintenance of DTMO's public-facing website, webcontent management system (WCMS) development work, and allowancecalculators. The Applications Developer utilizes programming languagesincluding Java, HTML5, PHP, and the Oracle Apex platform, and leveragesServiceNow or other approved ticket management systems for softwaredevelopment and task tracking. The position requires adherence toDevSecOps, RMF, Section 508 requirements, U.S. Web Design Standards, andDoW cloud computing standards to ensure deployment of high-quality,secure code that accurately meets requirements.Essential Duties and Responsibilities: (Not listed in order ofimportance; other duties may be assigned) and must be able to performthe following with minimal guidance or supervision:Provide technical and program support in all aspects of softwaredevelopment lifecycle including planning, software architecture design,development, user interface design, front-end design and development,back-end development, testing, engineering, fielding, and sustainmentSupport Service Oriented Architecture (SOA) and Application ProgrammingInterfaces (APIs)Participate in requirements gathering sessions and collaborate withstakeholders to identify requirementsConduct analysis of requirements documentation and provide input toensure all requirements have been capturedDevelop wireframes and mock-ups of all application user interfaces (UI)for modifications and new user interfaces following Section 508standardsProvide code documentation to allow for easy maintenance and knowledgetransfer, including technical documentation for applications and theapplications development environmentPerform sustainment support for all DTMO applications, includingapplication enhancements, defect fixes, and development of newrequirementsProvide technology refresh and application code modernization to conformto DoW's modernization plan and adhere to cyber and cloud complianceMaintain continuous compliance with application coding standards tocomply with DoW mandates such as Section 508 to make the DTMO websiteand applications accessible to the publicDevelop test cases and conduct/pass unit testing prior to submittingcode for scanning and testingProvide recommendations for test automation and efficient ways toconduct testingPrioritize thorough code review of internally developed GOTSapplicationsAdhere to DMDC application security requirements, including scanningapplication code and website before deployment in productionAssess DTMO's current development lifecycle, development practices,development tools, and environment to provide recommendation forimprovementsAssess DTMO's use of Service Oriented Architecture (SOA) andApplication Programming Interfaces (APIs) and provide recommendationsfor improvementsCreate an integrated applications development project schedule includingall stages of the development lifecycle (requirements, design,development, testing, code scan review) and maintain weeklyPractice rigorous requirements management, project management, changecontrol management and testing to ensure deployment of high-quality codeUtilize ServiceNow or other approved ticket management system forsoftware development and task tracking purposesRequirementsQualifications: To perform this job successfully, an individual must beable to perform each essential duty satisfactorily.
