Job Description

Summary The incumbent serves as the Time and Leave Clerk for Nursing Service as it pertains to Nursing Staff schedules and tour of duty inputs. The incumbent serves the almost 1,200 nurses and nursing support staff for the facility from the Nursing Service executive offices. Responsibilities Duties include but are not limited to: Performs clerical and technician duties that results in the bi-weekly determination of pay for civilian employees. Responsible for verifying accuracy of time records, reviewing for compliance with established tours of duty, correct hours per employee schedule, appropriate holiday scheduling and use of compressed tours of duty. Responsible for all procedural and technical tasks and actions and handles problems and deviations in accordance with instructions and the accepted practices of timekeeping and processing and effectively utilizes Outlook Email, Microsoft Excel and Word to process documentation. Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Responsible for handling conflict and problems in dealing with the customer constructively and appropriately. Responsible for correctly entering in Tour of Duty schedules pay hours and leave entitlements, to include holidays, night differential, and premium pay requests. Employee ensures proper documentation is maintained to support all pay and leave entitlements. Alerts Nursing Administration to all deficits, exceptions, unusual patterns, and reviews and extracts attendance information as requested. Responsible for identifying and reporting pay concerns as they relate to timekeeping for all new employees entering federal service; individuals resigning or being terminated; and any change in status and transfers for all Nursing employees, to ensure proper changes in the timekeeping system. Determines pay, maintenance of payroll records review, and disposition of time and leave records, and the completion of related, reports pertaining to civilian employee of the Federal Government. Knowledge of civilian pay and/or leave rules, regulations, programs, and systems requirements and usually, knowledge of those civilian personnel rules and regulations that affect pay. Completes time cards within established guidelines and forwarded to Payroll with appropriate supporting documentation. Responsible for entering accurate payroll coding information into VATAS system for use in preparing paychecks and Time and Leave Statements by DFAS (Defense Finance Accounting Service). Knowledge of office procedures and use of office machines, calculators, fax machines, copiers, scanners, and main frame computer operations. Timekeeper is responsible for completion of Time Cards (VAF4-5631)in the Centralized Veterans Affairs Time and Attendance System. Qualifications To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 04/16/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of office procedures - typing, filing, and use of office machines such as calculator, fax machines, copiers, scanners and main frame computer operation; mathematical skills, and ability to understand and follow instructions/guidelines; communication skills, used for answering questions and orienting new personnel; knowledge of employee privacy regulations and its application to release of information; ability to enter schedules, daily time posting, entering overtime, compensatory time requests, and associated leave; ability to manage time and workload in an organized and efficient manner to meet specific deadlines and changing priorities; ability to compile information and reports in written format and graphically used varied programs such as Excel, Word, and PowerPoint.. To qualify based on education for this grade level you must have successfully completed a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled?
