In this capacity, you would compile data for statistical and analytical reports; compile and assist in the analysis of statistical data pertaining to revenue and expenditure trends and their impact on New York City's fiscal operations; assist in the review of proposed legislation which may impact New York City's financial condition; draft and edit reports, informal briefings, correspondence, and other communications; summarize findings of research and analysis; and prepare detailed reports. Minimum Qualifications Civil Service Examinations are not required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program.Non-Competitive Qualifications for appointment under the NY HELPS Program:A bachelor's degree and two years of professional experience in public policy analysis, public financial analysis or economic analysis.ORa Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized petitive Minimum Qualifications:You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6, 70.1 or 70.4 of the Civil Service Law.Transfers: For 70.1 or 52.6 transfer to a Senior Municipal Financial Analyst, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. Demonstrates knowledge of excel functions, ability to nest functions and utilize pivot tables to summarize data.u2022 Experience in data analysis (as well as knowledge of R and/or Python), financial modeling, statistical or other data analysis techniques including familiarity with application programming interfaces (API), is preferred.u2022 Ability to learn and work successfully with financial data and concepts.u2022 Ability to learn and develop a solid understanding of the municipal bond markets and public finance concepts is desired.u2022 Ability to learn research and legal analysis skills is preferred.u2022 Some familiarity with New York State and local budgetary, fiscal, economic and policy issues.u2022 A demonstrated attention to details, the ability to work in a fast paced environment, manage multiple priorities and meet deadlines, work in a team environment, and possession of strong quantitative, analytical, organizational, data management, interpersonal and communication skills.u2022 Knowledge of the New York City economy and application to its government finances is desired.Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agencyu2019s mission and operational needs.
