Performsinvestigative duties while focusing on field investigation andinspections, canvassing retail and wholesale businesses within CookCounty and following the guided investigation process. Enforces CookCounty Home Rule Tax Ordinances, regulations, policies and procedures byperforming field investigations, inspections and testifying inadministrative hearings. Explains tax ordinance, tax delinquencies, taxdeficiencies, tax registrations, and other related violations tobusiness owners, operators and taxpayers. Performs other duties asassigned.Knowledge, Skills, Abilities and Other CharacteristicsThorough knowledge of tax or other types of field investigationtechniques, policies and procedures.Ability to comprehend County, State and Federal laws, ordinances,regulations, policies and procedures that directly or indirectly affectthe collection of County taxes and fees.Ability to effectively interview and obtain information during fieldinvestigations and inspections.Ability to objectively and tactfully communicate with hostile orreluctant business owners, operators or taxpayers.Effective communication skills both verbally and in writing with theability to gather information from taxpayers and convey information.Ability to obtain a working knowledge of Home Rule Tax Ordinances,regulations, policies and procedures.Ability to understand accounting or operating procedure narratives orflowcharts.Skill in interacting with others to investigate, gather and reviewsensitive or confidential materials, information and incidents ofrecord.Ability to analyze, prepare and present investigation/inspectionfindings or conclusions in a logical manner.Skill in Microsoft Word and Excel.Ability to work flexible hours to conduct investigations.This position requires traveling to work assignments for which theemployee must provide his/her own adequate means of transportation.Minimum QualificationsGraduation from an accredited college or university with an AssociatesDegree in Criminal Justice, Law Enforcement, Criminology, Accounting, orBusiness Administration is required.Will be required to work three (3) or more days per month to attendtrainings, court appearances and departmental meetings as assigned bythe Manager of Investigations.Valid driver's license and proof of automobile insurance is required.Preferred QualificationsGraduation from an accredited college or university with a BachelorsDegree in Criminal Justice, Law Enforcement, Criminology, Accounting, orBusiness Administration is preferred.This position is considered a safety-sensitive position.
